Fans of the World Cup teams in Qatar were warned that casual sex in the country can result in the arrest of those involved. “Sex is very much off the menu unless you come as husband and wife. There will definitely be no casual sex at this tournament”, a police source told the British newspaper Daily Star, which illustrated the report with a photo showing a “fan Brazilian” in bed with an “Englishman”.

Sex outside of marriage and homosexuality are illegal in Qatar, and each carries a prison sentence of up to seven years. Nasser al-Khater, chief executive of the 2022 FIFA World Cup, follows the same line: “The safety of every fan is of the utmost importance to us. But public displays of affection are frowned upon, it is not part of our culture and that goes for for all”.
Qatar’s Supreme Committee for the 2022 World Cup also warned of the strict laws in place. In a statement, the body said that “Qatar is a conservative country and public displays of affection are frowned upon, regardless of sexual orientation.”
